Hatari : strong reactions on reference group decision!

The decision of the reference group of the Eurovision Song Contest to fine RÚV with just 5.000€ over the Hatari Palestinian flag incident has created strong reactions among fans and delegations.The main argument against the decision is that the rules are not being followed and the reference group seems incompetent to enforce them. 
How else can someone explain that RÚV is called upon to pay substantially less than the amount they paid for the pyros used during the performance of Hatari in Tel Aviv? While others comment that the reference group,  reacts inconsistently, as in 2016, for the exact same issue, the Armenian broadcaster only received a warning. 



The Icelandic broadcaster also reacted, saying that “participating broadcasters can never completely prevent artists from saying or doing anything that might contradict the rules of the competition”. Of course this is not true since RÚV could follow the example of several other broadcasters, and sign a contract with the participating artists having them pay the fines in case of a penalty. 
What remains to be seen is that if , as a fan wrote , “EBU has just put an absolutely low price tag on politicising the contest” or the fine will prevent artists to use in the future the contest as a political platform.
